# Dog chews and raw BARF: the two high-risk categories in RASFF pet-food alerts

When regulators log pet-food safety problems into the EU's Rapid Alert
System for Food and Feed (RASFF), two product types show up again and
again: dried **dog chews** and **raw / BARF-style** pet food. In a
working set of **255 records** drawn from `rasff-petfood-20260719.json`,
these two categories are not just frequent — they are also the ones most
consistently tied to **Salmonella**. This article walks through what the
data shows, where the risky products come from, and how the alerts travel
across borders.

## Dog chews: a quiet, persistent phenomenon

`Subject` field substring matching on "chew" identifies **65 of 255
records (25.5%)** as dog-chew related notifications in RASFF 2019–2026.
That makes dog chews the single largest product category in the set by a
wide margin — roughly one in four notifications.

The earliest dog-chew notification in the dataset is dated **01-10-2020**;
the most recent is **31-10-2023** (note: no dog-chew records appear in the
2024–2026 partial coverage, possibly because of enforcement changes or
simply incomplete year-to-date collection).

The hazard profile inside the dog-chew subset is dominated by
Salmonella: **31 of 65 (47.7%)**. The next most common hazard is
Enterobacteriaceae at **19 of 65 (29.2%)**. By classification, dog chew
notifications are disproportionately serious: **25 alert notifications
(38.5%)** and **19 border-rejection notifications (29.2%)** — together **44
of 65 (67.7%)** — indicating regulators treat dog chew contamination as
higher-risk than the dataset average.

Top-4 origin countries for dog chew notifications:

- Turkey (TR): 13
- Poland (PL): 13
- China (CN): 12
- India (IN): 7

Germany (DE) appears 6 times; Thailand (TH) and South Africa (ZA) and
Czechia (CZ) each 2.

## Raw / BARF: smaller in volume, sharper in hazard

`Subject` substring matching on "raw" (catching both "raw petfood" and
"raw pet food") identifies **35 of 255 records (13.7%)** as raw pet food /
BARF-style product notifications across 2019–2026. Although raw pet food
is less than half as common as dog chews by count, it is the most
microbiologically dangerous category in the entire set.

The dominant hazard is Salmonella at **24 of 35 (68.6%)** — far above the
dataset overall rate of **38.8%** — confirming regulatory expectation that
raw meat pet food is the highest-risk product category microbiologically.

Notification volume is concentrated in one issuer country: **Belgium (BE)
issues 21 of 35 (60.0%)**, followed by Croatia (HR) 6 and Slovenia (SI) 3
— a small set of countries that actively inspect BARF imports. By
classification, raw pet food is overwhelmingly handled as **information
notification for follow-up** at **26 of 35 (74.3%)** rather than as alerts
(8 records) or attention (1 record).

Top origins: **Netherlands (NL) 17**, Germany (DE) 4, Great Britain (GB)
3, Belgium (BE) 2, France (FR) 2, China (CN) 2. The overrepresentation of
NL origin reflects the dense cross-border EU pet food trade and Dutch
exporters' large raw pet food shipments. Risk-wise, most raw pet food
notifications are "not serious" but Salmonella prevalence justifies formal
follow-up under Reg 2017/625.

The contrast is striking: dog chews are flagged as *alerts and
border rejections* more often, while raw/BARF is more often a quieter
*information notification for follow-up* — yet both categories are where
Salmonella lives.

## Where the risk originates

Zooming out from the two categories to the whole pet-food dataset, the
leading origin countries (where the product was produced or first shipped
from) for pet food notifications in RASFF 2019–2026, ranked by record
count:

- Netherlands (NL): **35**
- Germany (DE): **30**
- China (CN): **27**
- United Kingdom (GB): 19
- Poland (PL): 19
- Turkey (TR): 19
- India (IN): 18
- Belgium (BE): 14
- Czechia (CZ): 12

Top-3 (NL+DE+CN) accounts for **92 of 255 records (36.1%)**. Top-7
(NL+DE+CN+GB+PL+TR+IN) accounts for **167 of 255 (65.5%)**. The pattern
reflects a mix of large pet food producers/exporters (NL, DE, CN, GB) and
high-volume bulk-material exporters (PL, TR, IN: tallow, bonemeal, animal
by-products).

Notably, the same countries that dominate dog chews — Turkey, Poland,
China, India — also sit high on the overall origin list, reinforcing that
dried chews and bulk animal-by-product imports are structurally exposed to
Salmonella and Enterobacteriaceae. Notification issuers are dominated by
Belgium (BE: 63), Spain (ES: 25), and Germany (DE: 24) — meaning market
regulators find issues, not exporting countries per se.

## How the alerts cross borders

Cross-border notification flow in RASFF pet food (255 records) maps
`originCountries[].isoCode` → `notifyingCountry.isoCode`. Multi-origin
records (6 records with ≥2 origin countries) are counted per origin-country
entry; the total therefore exceeds 255.

Cross-border movement dominates: **215 cross-border origin-country entries
vs 40 domestic**. The single largest chain is **NL (Netherlands) → BE
(Belgium) at 29**, followed by TR (Turkey) → DE (Germany) at 9, CN (China)
→ ES (Spain) at 8, and DE (Germany) → AT (Austria) at 8.

Key structural observations from the flow:

1. **Belgium as the EU notification hub** — BE files **63 notifications
   (24.7%)**, more than double the next country. Of these, **29 come from
   NL-origin products** detected at the Belgian border or market, making
   NL→BE the single largest cross-border chain. Belgium's domestic
   (origin=BE, notifying=BE) accounts for only 8 records, confirming its
   role as a *detector and reporter*, not a producer.
2. **Netherlands as the dominant origin** — NL leads with **35 origin
   records** despite a smaller domestic notifying count (18), indicating
   most NL-origin contamination is detected and reported by other Member
   State authorities, primarily Belgium.
3. **China and India as third-country origins** — CN (27) and IN (18)
   together account for **45 origin records**, predominantly in dog chew
   and raw/BARF categories. Their notifications route primarily through
   Southern and Central European Member States (ES, IT, NL, SE, BE).
4. **Turkey→Germany axis** — TR→DE accounts for 9 records, all in the
   2020–2024 window, consistent with increased Turkey-origin feed product
   scrutiny following EU-Turkey customs union updates.

For dog chews specifically, the same cross-border machinery applies: a
chew made in Turkey or China is far more likely to be caught by a
Belgian, German, or Spanish border inspector than by an inspector in its
country of origin.

## Reading this with the right calibration

The figures above come from cluster topics built by keyword filtering of a
single snapshot. **The snapshot date is 2026-07-19**, and there have been
**NO incremental updates** since — every count here reflects that one
capture of `rasff-petfood-20260719.json`.

The **caliber** of these RASFF cluster topics should be stated plainly:
the RASFF cluster topics carry **needs_review: true** — the dog-chew,
origin-country-risk, and cross-border-flow topics are all flagged
`needs_review: true` (the raw/BARF topic is the single exception, marked
`needs_review: false`). Hazard classification is by **subject-substring
inference**, not by a curated hazard field, so about **37% of records are
unclassified**. The earliest dog-chew record (01-10-2020) and the absence
of 2024–2026 dog-chew entries are themselves reminders that this is a
partial-year snapshot, not a live feed. Treat the percentages as
directional signals about where Salmonella risk concentrates — dog chews
and raw/BARF — rather than as a continuously maintained register.
